It won\u2019t really accomplish anything.<\/p>\n<article class=\"gnt_pr\">\n<div class=\"gnt_ar_b\">\n<p class=\"gnt_ar_b_p\">Both opinions are widely held as schools across the country plan what to do with\u00a0a huge wave of federal funding intended to boost both students and schools\u00a0as a result of the pandemic.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThis is an opportunity to make a difference in the lives of children,\u201d Keith Posley, superintendent of Milwaukee Public Schools, said during a Marquette Law School program\u00a0posted online July 21\u00a0on\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.jsonline.com\/story\/news\/education\/2021\/07\/16\/mps-developing-plans-use-506-million-federal-stimulus-funds\/7979352002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\">how the money will be used<\/a>. Posley added, \u201cOur children deserve these funds and even more to make sure they are able to truly get the quality education that they deserve and live that American dream.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">But you need look no farther than the state Capitol in Madison to find opposite views. In late May, Assembly Speaker Robin Vos told the Milwaukee Journal Sentinel:\u00a0&#8220;The amount of federal money that is going to school districts is overwhelming.\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2021\/05\/27\/robin-vos-questions-need-large-budget-increases-schools\/7457242002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\">It\u2019s really kind of obscene in many ways<\/a>.\u201d\u00a0The\u00a0new\u00a0state\u00a0budget\u00a0limited spending on schools largely because Republicans thought the schools were already getting so much in federal aid.<\/p>\n<p class=\"gnt_ar_b_p\">At $129 billion\u00a0(more than $2 billion for Wisconsin),\u00a0the third\u00a0and by far the largest\u00a0wave of COVID-triggered federal education aid is coming with some striking and unusual provisions.\u00a0Three\u00a0of them:<\/p>\n<ul class=\"gnt_ar_b_ul\">\n<li class=\"gnt_ar_b_ul_li\">Schools and districts will have a lot of power to decide how to use the money.<\/li>\n<li class=\"gnt_ar_b_ul_li\">The\u00a0money is being distributed in line with poverty, so Milwaukee is getting more than $500 million\u00a0in this wave, equal to\u00a0about $7,000\u00a0per student. More affluent districts are getting\u00a0considerably less than\u00a0$1,000 per student.<\/li>\n<li class=\"gnt_ar_b_ul_li\">The\u00a0money has to be spent over the next three years, with no commitment for\u00a0further funding, so it is generally being considered for one-time or short-term needs.<\/li>\n<\/ul>\n<p class=\"gnt_ar_b_p\">\u201cI can\u2019t stress enough that districts get to\u00a0chose,\u201d Marguerite Roza said\u00a0during the\u00a0Marquette\u00a0program\u00a0(which I moderated).\u00a0\u201cDistricts have an enormous amount of flexibility with this money.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Roza, director of what is called the\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/edunomicslab.org\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\">Edunomics\u00a0Lab\u00a0of\u00a0Georgetown University<\/a>,\u00a0is an expert on school finance and a close observer of how school leaders are deciding to use the money.<\/p>\n<p class=\"gnt_ar_b_p\">She said that so far \u2013 with many decisions still to come \u2013 her team is seeing a lot of districts using the money to make \u201cthank you\u201d payments to staff for their work last year. Many are filling budget gaps. Hiring counselors, nurses and others to help with students\u2019 emotional needs is a high priority. Buying more technology and curriculum materials is popular. And many are spending on increased training for teachers.<\/p>\n<p class=\"gnt_ar_b_p\">Not\u00a0so high on\u00a0the list: Tutoring programs, although Roza said\u00a0interest in them\u00a0appeared to be increasing.\u00a0There has been little support nationwide for lengthening school years\u00a0and not much interest in ideas that could be called innovative, she said.<\/p>\n<p class=\"gnt_ar_b_p\">With little outside oversight of how the money is to be used, Roza said it largely will be up to communities to decide if their schools are doing\u00a0good\u00a0things with the money. \u201cParents have an expectation that they\u2019re going to see that money adding value for their students,\u201d she said.<\/p>\n<p class=\"gnt_ar_b_p\">She cautioned\u00a0districts\u00a0against\u00a0using the money to add staff or reduce class size because the short-term availability of the funding\u00a0could mean hitting financial trouble in several years.<\/p>\n<p class=\"gnt_ar_b_p\">As required by the federal law,\u00a0MPS\u00a0has been holding public sessions to get input on how the money should be used, with decisions\u00a0to come\u00a0ahead\u00a0from the School Board.<\/p>\n<p class=\"gnt_ar_b_p\">Posley said areas expected to be increased include technology (every child should have a\u00a0Chromebook computer in school and\u00a0another\u00a0at home, he said), textbooks,\u00a0increased tutoring,\u00a0more professional development for staff, more programs to help parents help their children,\u00a0more extracurricular programs, and expanded summer school\u00a0offerings\u00a0a year from now.\u00a0MPS is also spending huge amounts ($183 million even before this wave of\u00a0money\u00a0arrives) on improved air quality in schools.<\/p>\n<p class=\"gnt_ar_b_p\">Brittany Kinser,\u00a0executive of two Rocketship charter schools in Milwaukee, said during the program that\u00a0the Rocketship\u00a0schools were receiving about $3.7 million, equal to about $5,000 per student.\u00a0It will go to uses such as\u00a0more small\u00a0group\u00a0learning and tutoring\u00a0and\u00a0more\u00a0staff to\u00a0help students with\u00a0emotional and mental health needs.<\/p>\n<p class=\"gnt_ar_b_p\">Kinser said, \u201cThese funds will make an incredible difference in how we can respond to the learning loss due to COVID-19, which has disproportionately impacted our low-income students of color.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">John\u00a0Stellmacher, business manager of the Kettle Moraine School District in western Waukesha County, said\u00a0during the program that\u00a0the district, which has about 4,000 students,\u00a0has\u00a0incurred substantial costs during the pandemic, including\u00a0$1.6 million\u00a0for instructional equipment for students.<\/p>\n<p class=\"gnt_ar_b_p\">He said the district is working on\u00a0plans for\u00a0the\u00a0money\u00a0it will get in the new wave.\u00a0\u201cSince these are one-time funds, we want to be very deliberate,\u201d he said.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThe historic dollars are not going to have as much impact on a place like Kettle Moraine as in some other districts,\u201d Stellmacher said. \u201cBut as educators we want every kid to be successful&#8230;regardless of which\u00a0Zip code you live in, which community you grow up in. We want every kid to have access to a quality education.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Kinser said\u00a0she expects\u00a0the\u00a0new money will\u00a0show what can be done with more resources.<\/p>\n<p class=\"gnt_ar_b_p\">That might be the biggest\u00a0success for using the COVID money. If schools\u00a0taking on\u00a0the toughest challenges in education\u00a0can show that\u00a0they are\u00a0effectively using\u00a0these funds to\u00a0do better\u00a0and not just\u00a0doing more of the same,\u00a0that might change the\u00a0key words in some conversations from \u201cobscene\u201d to \u201copportunity.\u201d<\/p>\n<p class=\"gnt_ar_b_p\"><em>Alan J.\u00a0 Borsuk is senior fellow in law and public policy at Marquette Law School.
