La innovaci\u00f3n y la colaboraci\u00f3n siempre han sido una pieza clave del movimiento de las escuelas charter.<\/p>\n

En 1991, Minnesota adopt\u00f3 la primera ley de escuelas ch\u00e1rter de nuestra naci\u00f3n. La senadora estatal Ember Reichgott Junge, autora de la primera ley, describe el importante papel que podr\u00edan desempe\u00f1ar las ch\u00e1rteres en su libro\u00a0Cero posibilidades de paso<\/em><\/a>Las escuelas concertadas, escribi\u00f3 Junge, \"dar\u00edan una oportunidad a la innovaci\u00f3n para prosperar, y todo el sistema de escuelas p\u00fablicas podr\u00eda beneficiarse como resultado\".<\/p>\n

Un a\u00f1o despu\u00e9s, las escuelas p\u00fablicas concertadas de California fueron autorizadas por la Ley de Escuelas Charter de California de 1992<\/a> con los objetivos de mejorar el aprendizaje de los alumnos, aumentar las oportunidades de aprendizaje \u201cpara todos los alumnos\u201d y estimular mejoras \u201cen todas las escuelas p\u00fablicas\u201d.<\/p>\n

Desafortunadamente, a pesar de que la legislaci\u00f3n de escuelas charter irrumpi\u00f3 en el etapa nacional<\/a> hace casi un cuarto de siglo, la colaboraci\u00f3n no hab\u00eda sido la norma. Seg\u00fan un Informe del Gran Jurado Civil del condado de San Mateo<\/a> emitido en junio de 2014, el objetivo de la colaboraci\u00f3n entre distritos y escuelas charter rara vez se materializa a pesar de que \u201cuna comunicaci\u00f3n m\u00e1s s\u00f3lida entre los sectores ser\u00eda beneficiosa, y los l\u00edderes de escuelas charter y no charter afirmaron su voluntad de participar en ese proceso\u201d.<\/p>\n

Sin embargo, estamos extremadamente emocionados de ver colaborativo los pactos comienzan a ganar impulso<\/a>especialmente en el coraz\u00f3n geogr\u00e1fico de nuestra red.<\/p>\n

El Distrito Escolar Franklin-McKinley en San Jos\u00e9 est\u00e1 liderando el camino en muchos aspectos con un modelo de colaboraci\u00f3n y asociaci\u00f3n con objetivo expl\u00edcito<\/a> que los ni\u00f1os del distrito sean competentes en ingl\u00e9s y matem\u00e1ticas para 2020.<\/p>\n

Seg\u00fan Matt Hammer, Director Ejecutivo de Innovate Public Schools,<\/a> \"Este acuerdo podr\u00eda ser un modelo para muchos otros distritos escolares y ayudar a cerrar la brecha de rendimiento.\"<\/p>\n

Bajo el liderazgo del Superintendente John Porter, se han formado equipos de trabajo para desarrollar enfoques colaborativos para la presentaci\u00f3n de informes de datos y progreso, el liderazgo docente y la educaci\u00f3n especial. Representantes de escuelas charter y organizaciones comunitarias se re\u00fanen peri\u00f3dicamente con el personal del distrito para hacer avanzar este trabajo. El distrito tambi\u00e9n est\u00e1 trabajando para crear un programa de becas para maestros y directores que est\u00e1n lanzando o recreando escuelas y desarrollando un programa de entrenamiento entre pares que empareja a maestros de escuelas charter y del distrito.<\/p>\n

El trabajo en Franklin-McKinley ha recibi\u00f3 atenci\u00f3n significativa<\/a> y un proceso similar ha comenzado en el Distrito Escolar Unificado de San Jos\u00e9, donde los participantes del distrito y las escuelas aut\u00f3nomas est\u00e1n redactando actualmente un acuerdo. Este proceso identificar\u00e1 objetivos de alto nivel, definir\u00e1 los compromisos de los participantes, priorizar\u00e1 el trabajo y desarrollar\u00e1 planes de trabajo espec\u00edficos y una estructura de gobernanza para garantizar la rendici\u00f3n de cuentas a largo plazo.<\/p>\n

Si bien el proceso compacto a\u00fan es nuevo y est\u00e1 en evoluci\u00f3n, es alentador. Como participante tanto en los procesos de Franklin-McKinley como en los de San Jose Unified, est\u00e1 claro que las partes interesadas de todos los lados est\u00e1n comprometidas con una colaboraci\u00f3n exitosa al servicio de garantizar que todos los ni\u00f1os puedan sobresalir.<\/p>\n

Trabajando juntos, compartiendo experiencias, conversando y conoci\u00e9ndonos como individuos, seguimos avanzando y comenzando a derribar las barreras que han separado distritos y escuelas charter. Soy optimista de que estos esfuerzos producir\u00e1n resultados tangibles y espero que otros distritos comiencen a avanzar en una direcci\u00f3n similar.<\/p>\n
