Parents are no longer content with passive enrollment. They want their children’s unique strengths recognized, and more importantly, they are demanding an active seat at the table in their children’s learning process.

Here in Tennessee, that demand is nowhere more evident than in Rutherford County, located just southeast of Nashville. As one of the fastest-growing regions in the country, roughly 22 new families move here every week, joining generations of long-time residents to create a dynamic, rapidly evolving community.

As Rocketship Public Schools prepares to open our fourth Tennessee campus and our first in Rutherford County, we believe that keeping pace with this growth requires more than just building new classrooms and offering school choice. It requires a fundamental shift in how we view families. It’s about offering true ownership.

A Personal Stake in Rutherford County

My family is part of Rutherford County’s growth wave. When we moved here, we fell in love with the community’s energy and momentum. But like any parent unpacking boxes in a new town, finding the right educational environment for my son was my top priority.

When the doors open to our new campus in Rutherford County in August 2027, we will launch with grades K-3 and ultimately expand to serve a full K-5 campus. My son Noah will be a founding second grader at the same school where I am honored to serve as founding principal. Evaluating schools both as a mother and as an educator, I asked the same questions local parents ask every day: Will my child be challenged academically? Will he feel a true sense of belonging?

Those questions matter deeply in a fast-growing county. When a region expands this rapidly, a single, standardized educational model simply cannot support every learner, which is why having high-quality public school choices is so vital. But simply giving families an option isn’t enough; the schools they choose must be deeply anchored in the community.

A Different Blueprint for Public Education

In many rapidly growing districts, scaling public education is treated strictly as a numbers game: How many seats can we build, and how fast can we fill them? Rocketship offers a different blueprint, one where scaling access means elevating quality by treating parents as primary stakeholders.
For nearly two decades, Rocketship Public Schools has pioneered an approach grounded in three interconnected pillars: personalized learning, parent partnership, and talent development. Rather than treating these as separate programs, Rocketship integrates them into a unified engine for student success.

Personalized learning ensures instruction adapts to meet every student where they are academically. That instructional growth is driven by continuous talent development—investing deeply in intensive coaching and leadership pathways for educators. Crucially, none of this happens in isolation; it is woven together with a model that treats parents as co-creators of the school community. We have seen this integrated model thrive across the country, including right here in Middle Tennessee, where Rocketship has operated three high-performing elementary campuses in Nashville for over a decade.

That track record provides a proven, evidence-based academic foundation. Yet a national framework only succeeds when it adapts to local realities. The instructional structures provide the blueprint, but the soul of the campus must belong to the founding families.

Parents as Architects, Not Just Consumers

Throughout my career—from serving as a founding charter school teacher in Memphis to leading school launches internationally in Abu Dhabi and Dubai—I have seen that the strongest, most resilient schools all share one defining trait: educators listen before they lead, and parents help shape the environment.

At Rocketship Rutherford County, choosing our school means choosing to build it alongside us. Over the coming months, our founding families won’t just watch a building go up; they will actively collaborate to select our official campus name, define our school culture, and establish lasting campus traditions.

While every Rocketship school shares four core network values—Responsibility, Respect, Persistence, and Empathy—our fifth core value belongs entirely to Rutherford County, selected by local parents to reflect the character and aspirations of our neighborhood.

Building from the Ground Up

This is what authentic parent partnership ought to look like in public education: not just a signature on a permission slip or attendance at a back-to-school night, but genuine community empowerment. When public charter networks treat parents as architect partners rather than consumers, the school choice landscape transforms into something far more meaningful.

Rutherford County’s trajectory reflects where public education is heading nationwide: diverse, fast-growing communities that require flexible, high-quality public schools. The central question facing educators isn’t just how many classrooms we can construct to keep up with growth, but what kind of agency we hand to families when we open those doors.

Every child is unique, and families across Tennessee—and across the nation—deserve the power not just to choose a school that fits their child, but to help build it from the ground up.

About the Author:

Dr. Carla Caviness is the Founding Principal of Rocketship Rutherford County, a new public charter elementary school opening in August 2027 to serve families in Smyrna and La Vergne, Tennessee.
